Module 'Consultation', 6-8 December 2010 deliverd for a Turkish expert audience

Prof. Patricia Popelier (University Antwerp) and dr. Koen van Aeken (University of Tilburg) delivered the EALL Module 'Consultation' from 6-8 December 2010, for an expert audience of 25 Turkish participants.


Consultations are procedures in which the government or the law maker seeks input from external experts, stakeholders or enforcing bodies when preparing a policy or legislative act. They have become an important component of contemporary regulatory management systems. This module covered the basisics of consultation in a regulatory and a political model, with a focus on the Turkish context. It dealt with the methods, techniques and conditions for appropriate consultation and discussed the institutional aspects.

The participants, ranging from experts of the Turkish Grand National Assembly (TGNA), the Ministry of Justice, the Ministry of the Interior and representatives from a selected group of Turkish NGO's engaged in a (unique) dialogue on modes of consultation in a Turkish institutional context.

The module 'Consultation' interlinks with 2 MATRA-projects EALL is currently implementing with the Turkish Grand National Assembly (TGNA) and the Ministry  of Justice. The first project touches on an enhanced participation of civil society in the Turkish legislative process, while the latter concerns capacity building of legislative drafting and related matters within this Ministry.
